Fix LIVEAPI error: initialize Cpanel::LiveAPI in .live.cgi files

Browse Source 
cPanel's live engine requires .live.cgi files to create a
Cpanel::LiveAPI connection. Without it, the engine cannot
establish communication with the CGI subprocess.
